Pop-up IFR clearances are a common and widely available option from ATC, even without a pre-filed flight plan, primarily used when VFR conditions unexpectedly deteriorate or for specific operational needs.
To request, pilots must clearly state "pop-up IFR clearance" and provide specific details including their exact location (ground or in-air with altitude), aircraft type, destination, and requested altitude, while being prepared for potential radar vectors or adjusted routing.
ATC will issue the clearance once all separation requirements (from obstacles, restricted airspace, and other traffic) are met; pilots remain responsible for maintaining VFR separation until the clearance is received and must be able to maintain terrain clearance to the minimum vectoring altitude.
