Altitude compliance is paramount for aviation safety, forming a critical component of separation within the National Airspace System, and non-compliance is a leading safety issue.
Air Traffic Control (ATC) facilities manage altitude separation differently across environments, from runway and traffic pattern altitude focus in Towers to radar-based vertical and lateral separation in Approach and Center.
"Pilot's discretion" (PD) is an ATC instruction primarily used in Center and Approach environments to offer pilots flexibility in managing their climb or descent, improving efficiency and reducing controller workload, while still requiring adherence to any crossing restrictions.
VFR flight within Class B airspace requires explicit ATC clearance and strict adherence to assigned altitudes (even if "at or above/below"), as ATC is responsible for separating all aircraft, with pilot discretion applicable only within those specified limits.
