The FAA is implementing a "Compliance Philosophy," shifting from a punitive, enforcement-first approach to a proactive, cooperative model focused on identifying and mitigating safety risks before incidents occur.
This new philosophy, proven effective in airline safety, extends to General Aviation (GA), emphasizing training and corrective actions for honest mistakes, while reserving enforcement for pilots unwilling or unable to comply.
GA pilots are encouraged to practice proactive risk management (RBDM), utilize self-disclosure systems like ASRS for immunity, and contribute de-identified flight data via tools like the GAARD app to foster a data-driven safety culture aiming for airline-level safety.
