The FAA is adopting a "Compliance Philosophy" to shift from a punitive, enforcement-first approach to a more proactive, cooperative model focused on identifying and mitigating safety risks before incidents occur.
This new philosophy emphasizes training and accountability for honest mistakes made by "willing and able" pilots, reserving strict enforcement for those who are "unwilling or unable" to comply.
General Aviation (GA) pilots are encouraged to embrace Risk-Based Decision-Making (RBDM) before flights, utilize self-reporting systems like ASRS, and contribute de-identified flight data via the GAARD app to the NGAFID database to collectively improve safety.
