Like me, youve probably been using the FAAs free traffic and flight information. The two services, TIS-B and FIS-B, respectively, comprise the basic benefits the typical GA operator can expect from ADS-B IN, a component of the FAAs NextGen ATC system. Theyre available now, well in advance of the FAAs 2020 mandate to install and use the other component, ADS-B OUT.
The FAA's ADS-B IN services (TIS-B, FIS-B), offered ahead of the 2020 ADS-B OUT mandate, are criticized as being subpar, no better than existing alternatives, and merely advisory, offering little inducement for General Aviation (GA) equipping.
GA operators face a significant financial burden to install mandated ADS-B OUT equipment, with concerns that this investment offers no tangible new benefits or improved airspace access beyond what they already have or can obtain through cheaper, existing technologies.
User groups, including AOPA, advocate for the FAA to re-evaluate the ADS-B implementation process, listen to user needs, and ensure a meaningful return on investment for GA, as the current configuration of ADS-B IN alone is deemed insufficient.
