If on an IFR flight plan, and cleared as filed, I would turn to whatever heading fix that I filed. Eather a fix between, or my destination. If I was cleared for take off, and no heading was issued I would tell the tower, " Cessna 170, cleared for take off, turning to (a heading to the fix)". If I was VFR. I would request a heading when I contact ground for taxi.
