I think DuckR1 has a point. If there is a way to positively use data, someone will find a way to also misuse that vewry same data. I wonder if the data showed a concentration of bird strikes at certain airports, if there would be a call (in the 'interest of public safety') to close that airport. Immagine a newspaper headline ' of the pilots flying out of airport XYZ, who participated in this study, 100% reported hitting birds'. So one report could be spun to the point of panicing an uneducted public.

I know it will impact my IFR flying. I am curious about the fee relative to the statement 'in controlled airspace'. Does that mean VFR in Class E ( which is technically controlled airspace)? If we start paying this fee, are we going to get better service? If the fee causes a reduction in IFR traffic (assuming IFR flight is actually the targeted traffic), would that cause a reduction in the required FAA personnel?

Does reporting work both ways (pilots reporting controllers)?
How many businesses reward employees that report errors made by their customers?
Do you think the ATC folks have heard adage 'no controllers, pilots will still fly, but no pilots there is no need for controllers'?

I suspect his expression of concern was more related to the line of thunderstorms approaching the airport and his expectation of extended vectoring, not wanting to get down to the level of being forced into declaring minimum or emergency fuel.
