I am concerned that your reasoning is flawed and your solution is nebulous. To wit, experience does not equal judgment. However, I am not aware of any generally accepted objective criteria for measuring judgment other than as a derivative of experience. Neither am I aware of any form of training that would impart judgment.
I believe the root of these "judgment" related accidents is the lack of cumulative experience in the cockpit of these aircraft. Professional flying is a trade. Until recently it was passed from individual to individual through a system of apprenticeship. Like all human endeavors the development of skill and ability in the cockpit was gained by absorbing the wisdom of our seniors. [For a more eloquent description of this phenomenon please re-read Ernest Gann's "Fate is the Hunter" and take note of the credit he gives to the senior pilots who trained him]
