The water rudder handle is located on the floor near the manual flaps.

Water rudders at the aft portion of the floats help steer the seaplane in the water.

I have owned three Tri-Pacers over the years. I am 81 years young now, so have not flown for quite a few years now. I have flown a PA-12 on floats many years ago. Have fun with the bird.
