I am the former commander (retired) of a law enforcement aviation (helicopter) unit. This is why we routinely grounded all department aircraft from 2345 to 0015 on New Year's Eve. We all had experience with houses and cars that got hit by spent rounds fired into the air. We didn't want to unnecessarily put our aircraft and crews at risk. I am not the least bit tempted to fly my own aircraft during that same time, at least not over a populated area.
I have no doubt it was intentional. Even considering the timing, the chances are extremely slim. An airplane all lit up in the sky just 1200 feet up. Some drunk guy just couldn't resist the temptation.
