Complex Aircraft

I am working on getting my commercial license, therefore am building up some complex time. My question is I was told on a constant speed prop, rpm's should be at or above manifold pressure. I was reading in one of the many flight mags that I have that somebody did a test flight for the mag and wrote he cruised at 24" and 2300 rpm. Was I taught wrong, or is there something I am not aware of.
