NPRM on IFR Currency

In the Notice of Proposed Rule Making for IFR currency there is a requirement for departure, en route and arrive procedures. These are not really defined. Here in Twin Falls, Idaho it would be difficult to get real en route experience without making a long flight of it. I often make an approach or two at KBYI, but it's still within the airspace of Twin Falls approach. Has anyone seen any real definition of what would be required if this is enacted?

These clowns are simply trying to justify their existence. There is absolutely no justification for such a ruling.
