Although some shortcomings initially by the Brazilian ATC, which they have in their report, the TCAS issue is only one cog in the wheel. The pilots were at the wrong altitude, wrong vector corridor, they had a culture of complacency, failed to complete pre-flight requirements and the PIC failed to complete standard checks upon returning from "fixing the toilet". They were obviously unfamiliar with the aircraft and both pre-occupied with fuel calculations needing a laptop.
Objectively it is Brazil being correct in this instance.
