As an airline pilot, I absolutely believe that aiming one of these things at an airplane should be prosecuted to the full extent of the law. However, I have to disagree with north36's demand for banning them. It smacks of the same arguments that anti-gun people use.
It doesn't matter that I can't think of a legitimate use for one of these things, and I will probably never own one. But I would never advocate banning something just because I'd never use it.
We need to outlaw the improper USE of these lasers, much as we have outlawed the improper USE of guns. But to paraphrase, "If lasers are outlawed, only outlaws will have lasers."
Unless I am mistaken, the blue lasers are actually the same lasers that are used in Blu-Ray players/burners.
I'm generally against banning things because it is too slippery a slope. Absolutely build a legislative platform to prosecute people for improper use, but let's not get ahead of ourselves and ban things out right.
